Housing Attainability

Housing attainability remains the biggest challenge for San Diego families. High costs make it difficult to afford essentials like childcare, food, and transportation. District 6 includes diverse communities, a hub for life sciences, small businesses, MCAS Miramar, and a major research university, making it critical that people can live near where they work or go to school.

As Chair of the Land Use & Housing Committee, I have focused on streamlining permitting, updating land use policies, and encouraging smart growth—helping drive increased housing production in recent years. While we’ve made progress, more must be done. I will continue advancing policies that increase housing supply while investing in infrastructure to support growing communities.

Land Use & Housing Accomplishments:

  • Advanced a dedicated fund to preserve affordable housing, directing the San Diego Housing Commission to partner with the City to protect existing units and prevent displacement

  • Pushed toreduce the cost of building affordable housing, driving analysis of development costs and identifying best practices to make projects more financially feasible

  • Delivered updated community plans for University City, Clairemont, and the College Area, shaping how these neighborhoods will grow over the next 30 years — including housing, mobility, and public infrastructure

  • Called for a full economic analysis of the revitalization of Downtown’s Civic Core to ensure long-term viability and community benefit

  • Championed improvements to permitting and development processes, advocating for reforms that make it easier to build housing and lower rents while supporting Development Services Department staff

  • Advanced the conversion of 101 Ash Street into 100% affordable housing, creating a path for  250 new homes (including 247 income- and rent-restricted units and 3 unrestricted manager’s units)  with on-site childcare and neighborhood-serving retail on City-owned land

  • Initiated an affordable housing impact fee on short-term rentals, securing funding for a nexus study to ensure STRs contribute to housing solutions

Neighborhood Services

San Diego residents deserve reliable, high-quality neighborhood services and infrastructure. That means well-maintained parks, accessible libraries and community spaces, and timely repairs to streets, sidewalks, and streetlights.

In District 6, we are delivering major investments, including new parks, recreation upgrades, and street improvements—but maintaining these assets is just as important as building them. At the same time, the City must do more to address longstanding maintenance and infrastructure backlogs that impact neighborhoods across San Diego. I will continue prioritizing funding and improving efficiency to ensure services are delivered reliably across all communities.

I’ve focused on delivering the basic services that keep our neighborhoods clean, safe, and well-maintained — and making sure City Hall responds when residents need help.

Delivering Real Results in Our Communities:

  • 95+ miles of roads repaved and 23,000+ potholes repaired across District 6

  • 437+ tons of waste removed through community cleanups

  • 1,100+ streetlight issues resolved to improve safety and visibility

  • Over 3,900 service requests completed to address neighborhood concerns

Delivering $70 Million of Neighborhood Investments:

  • Gold Coast Drive reconstruction nearing completion in Mira Mesa

  • Long-awaited Marcy Park Improvements on track for completion in Spring 2026

  • Major upgrades for Mira Mesa Community Park Phase II, including a new aquatic center, all-wheels park, updated playgrounds, and more

  • Epicentre Youth Center revitalization in progress through a city-county partnership

  • South University City Library updates underway, with completion expected Spring 2026

  • Delivered the historic Convoy District Gateway Sign, celebrating the cultural identity and economic vitality of one of San Diego’s most iconic neighborhoods

Fiscal Accountability and Transparency

The City must restore public trust through greater fiscal accountability and transparency. With growing budget challenges, we must manage taxpayer dollars responsibly and clearly communicate how decisions are made and how resources are allocated.

I have focused on asking tough questions, pushing for clearer answers, and advancing solutions grounded in real-world implementation. That includes strengthening oversight and improving transparency in the budget process. I have also proposed re-establishing a Chief Operating Officer to ensure better execution and accountability across City operations.

I support necessary investments and revenue solutions when they are critical to maintaining core services — but I have also been willing to push back when proposals fall short of earning public trust. That includes opposing water rate increases due to concerns about transparency and accountability, and advancing reforms to ensure residents have greater visibility and confidence in how these decisions are made.

Protecting Core Services through Responsible Fiscal Leadership in Fiscal Year 2026:

  • Restored full recreation center hours across the City

  • Restored library services, including Monday hours at 16 branches

  • Reopened weekday access at Lake Miramar and Lake Murray

  • Increased funding for brush management, wildfire response, and stormwater infrastructure

  • Secured funding for long-awaited streetlights in North University City

  • Directed local funding to 31 community organizations in District 6, supporting local programs and services from swim programs to little leagues to cultural festivals

Public Safety

Public safety is essential to the quality of life in every neighborhood. That means ensuring our first responders are supported, while also investing in prevention and community-based solutions.

We must address recruitment and retention challenges, ensure competitive compensation, and continue building trust between public safety agencies and the communities they serve.

Economic Growth & Small Business

A strong economy is essential to opportunity and quality of life. Small businesses are the backbone of our local economy, and we must ensure San Diego remains a place where businesses can grow and thrive.

That means improving permitting processes, ensuring predictable regulations, and supporting key industries like life sciences, technology, tourism, and neighborhood-serving businesses.

Addressing Homelessness

Homelessness remains one of the most complex challenges facing our region. Addressing it requires a comprehensive approach—from prevention to shelter to long-term housing solutions.

We must strengthen coordination between the City, County, and regional partners while ensuring that existing programs are funded and operating effectively. Increasing housing supply, expanding outreach, and connecting individuals to services are all critical components of a strategy that is both compassionate and results-driven.

Continued Investment in Convoy’s Future

The Convoy District is a cultural and economic hub that reflects the diversity of San Diego. Its future includes creating more walkable, livable spaces while supporting small businesses and preserving its unique identity.

We recently celebrated the opening of new residential housing along Convoy Street—an important step toward creating a more vibrant, mixed-use community where people can live, work, and enjoy the district. I will continue working with community leaders and stakeholders to support thoughtful growth that uplifts culture, strengthens small businesses, and enhances quality of life.
